Punjab Government Modifies Qualification for PSPCL Chairman-cum-Managing Director

The Government of Punjab, Department of Power (Energy Branch), issued a notification on December 22, 2025, which came into force with immediate effect upon its publication in the Punjab Government Gazette Extraordinary on December 23, 2025. This notification, bearing No. 1/2/2013/3079, introduced a significant amendment to the existing qualifications for the appointment of the Chairman-cum-Managing Director (CMD) of the Punjab State Power Corporation Limited (PSPCL). The amendment was made in partial modification of previous notifications, specifically No. 1/9/08-EB(PR)/239 dated April 16, 2010, and No. 1/2/2013/839 dated December 22, 2017, which originally laid down the criteria for this key administrative position. The primary change affects the required rank of Indian Administrative Service (IAS) officers eligible for the role, broadening the pool of potential candidates.

The legislative intent behind this amendment appears to be to enhance flexibility in the selection process for the CMD of PSPCL. Previously, the statutory framework stipulated a more restrictive criterion for IAS officers considered for the position. The earlier legal position mandated that an IAS officer must have served or be serving in the rank of Principal Secretary or Financial Commissioner to be eligible for appointment as CMD, PSPCL. This requirement applied to both in-service and retired officers. The new notification addresses potential limitations arising from this stringent requirement by revising the eligibility criteria. The legislation provided: “The State Government may appoint an IAS officer, who has served/is serving in the rank of Secretary or above, whether in service or retired, to the post of Chairman-cum-Managing Director, PSPCL.” This change effectively lowers the minimum rank required for an IAS officer to be considered for the CMD role, allowing officers at the 'Secretary' level, in addition to those at 'Principal Secretary' or 'Financial Commissioner' levels, to be appointed. This adjustment aims to widen the administrative talent pool available to the State Government for leading the crucial power corporation, potentially enabling a broader selection based on experience and suitability rather than solely on the highest rank achieved. The amendment directly substitutes the previous qualification clause within the Annexure of the earlier notifications, thereby updating the legal framework governing this high-level appointment.
